93 Camaro z28, 5.7 L, 6 speed manual transmission
I am looking into buying a performance chip/programmer but I haven't found any that seem to add much hp gain. Any recommendations? Gas mileage gain would be nice, but I'm mainly looking for whatever will add the most hp. I don't know a whole lot about this kinda thing, so please help me out. - 93 Camaro z28, 5.7 L, 6 speed transmission

The only time you can add significant power with a simple reprogram or "chip" upgrade is when the car is turbocharged.
Your best bet for adding bang-for-the-buck horsepower to your car would be to install a cold-air intake and/or an aftermarket cat-back exhaust.

Reprogramming the stock tune with a new chip, to reduce the excessively rich stock target A/F ratio at WOT will typically net you 10-15HP. Can be done with a chip on a 93 which has a replaceable chip, and by flash programming the fixed chip in 94-97.
Then once you start making serious modifications, your 93 will need another custom tuned chip. 93 is a speed-density A/F control system, and anything that affects the efficiency of the intake and/or exhaust will improve the volumetric efficiency (VE) and in a speed density program, the VE table must be updated. This is not the case with 94-97, where the MAF sensor picks up the changes in air flow, making it less sensitive to things that improve breathing.
You aren't going to see much with a one-size-fits-all chip. You are better off with a custom tune.
