PE VS RPM tables

now i understand this where most of the WOT tuning is done and my pcm was originally done by tpis.....in this table all of the values are set to 0...havent had my car on a dyno to tune it yet, but it is all 0 except 6400 rpm it spikes way up high...just doesnt seem right to me...anyone else...
