Wash them with soap and water first. Then, you might like Mother's Chrome Polish to make them sparkle.

CHROME POLISH

Designed to work exceptionally well on all chrome, Mothers® Chrome Polish will give you the crisp sparkle you want. Better yet, this polish protects your chrome with advanced polymers, resisting smudges and fingerprints. Use our Chrome Polish on your wheels, bumpers, mirrors, headlight bezels and chrome accessories. It's safe to use on black chrome and works great on glass. If you want your chrome to gleam with the brightest, this is it.

If you use Zaino on your car then use it on your wheels too, nothing will outlast a synthetic product on your wheels, the synthetics will with stand heat, if your wheels are dirty wash them real good and then clay them, it works great

I use mothers chrome polish. I hear that mothers chrome and billet polish is good too. The important thing to remember is after polishing the rim always protect it with either a good frequent coast of wax or a wheel protectant.
