Sticky steering wheel

I have a 2002 Z28 with the leather-wrapper steering wheel. In damp weather it gets sticky and small black bits get on the palms of my hands, and if my pants slide against the wheel getting in or out, it leaves a black mark on them. Does anyone have a fix for this? I apply Meguiar's leather treatment to the wheel about twice a year, I don't know if that makes things better or worse.
