It's definitely an "ugh" emoticon.

I suppose it would be used when somebody says something ridiculously retarded or completely off-the-wall. As you all know, there will be plenty of posts here where it would be fitting. As in "did you really just say that?" type scenarios.

Nah, it is no big deal to add them, but the idea of a smiley is to add to a conversation, not be the conversation. I like to think of this site as something that is somewhat serious and technical in nature for the most part, and doesn't need to be loaded with dorky animations making it look like a kid's site. Hope this comes off right. :)
