They look like that after a 4 mile drive with no WOT. They were brand new. It should not be lean at part throttle. The computer shoots and adjusts for 14.7 in closed loop. I would check it with a wideband as opposed to making decisions based on your spark plugs. 4 miles is not long enough to get an accurate spark plug reading.
