Replace Belt Tensioner / water entering scoop?

Hello,
I have a 2000 SS with 53K miles, and i've noticed a tweety bird/jigleing sound coming from my engine. I've noticed it is louder after it rains and i'm scared that water is entering the hood scoop and making the Belt wet. Anyone notice water entering the hood scoop on your car?
Also i want to replace the Belt Tensioner myself it's only like $60... is there anything i should know b4 i do this?? Any torque specs?? is there a gasket or compound between the tensioner and the block?? Can I just unbolt the 3 bolts then slap the new one on???
I did replace the pully and that didn't not change anything just $16 down the drain..

great introduction...complaining that someone hasn't responded... 
water entering the scoop...possible. it is designed to drain away before it hits the filter i thnk so it could be affecting the pulley/belt.
did you try a new belt??
why the replace the pulley? did that include the bearings?
