Spongy clutch pedal

I just finished re-installing my rebuilt T56 and street twin and when I went to start the car the clutch pedal was very soft and went almost all the way to the floor and then wouldn't move any more. Would being low on fluid cause this? If not what should I look into, this is my first time working with a clutch.

Did you mess with the hyprolics at all? I don't see why you would have, but they might need to be bled??

I didn't really do anything with the hydraulics. I just disconnected the slave cylinder and pushed it out of the way while I did the R&R
