Your fuel pump probably is fine. Several things can cause your symptoms. The first thing to check is the fuel pump relay. If it doesn't pull in then the oil pressure switch will pull in the fuel pump when oil pressure reaches 4psi. This is the first thing in the trouble shooting guide to check. It causes hard starting and it gets worse in cold weather.

A hole in the fuel pressure regulator can do it too. It will allow the pressure in the fuel line to drop when it's off but your idle would be too rich and your fuel mileage would go to crap. To check it, remove the vac line to the regulator and see if its wet.

A sticky injector could do it to. It would allow fuel to drip and leak down pressure also. The last thing is the check ball at the fuel pump. If it sticks same thing pressure drops off.

Add poor coil to the list of things.

As far as the oil pressure switch effecting the f/p relay, that does not seem to be supported on the 4th gen.
