Pardon my ignorance, but aren't '91 wheels painted (clear over color)? If so, then you will remove both finishes no matter what you try.

If the clear is over bare metal (polished, etc.) you can try a commercial chemical stripper (Aircraft Stripper) and carefully do one at a time. Usually these strippers don't stain aluminum if you don't leave it on too long, but you might get some discoloration that would require polishing to remove. Test the back of the wheel for compatibility first.

Plastic media blast is an option if you are going to paint the wheels a color. It will probably roughen up the surface slightly, but nothing a good prep, prime, and paint job won't cure.

DO NOT BAKING SODA BLAST! I know this is still popular in many areas, but soda blast contaminates the surface, especially aluminum because it is more porous than steel. It is very nearly impossible to remove. This will result in adhesion problems (peeling). Things will look great at first, but will not hold up. If someone tries to convince you otherwise, they're feeding you a line. I've been involved in aircraft stripping and media blast, as well as heavy equipment blasting for about 9 years. Been there, done that.

There are probably other options out there. Try calling a local high end wheel dealer for suggestions.

yes there is some color but i want to polish the wheels thats why i need to remove the clear coat as safe as i can.thanks for the reply good info.
