exh. stains on back bumper, what now?

I have a white car, and the back bumper is kinda brown tinted even after I wash. can I polish it off the paint? I really dont know much at all about waxes,or polishes, or any of that. thanks

It is carbon stains, can usually be removed easily with use of a clay bar.
