RPM in Lewisville, think it's 50 for 3 pulls with a wideband.
Long story short i got married and the car got put on the backburner. Are these shops still open? me and my uncle (71 el camino 454) want to get some numbers on the car.

All the shops mentioned are still open. RPM can probably get you in and out quicker than HPP, most of the time I was in/out in 45 minutes. HPP is really busy and I would just leave me car there for them to do it whenever they had time.

Can any of 'em tune OBD 1?

Scott at A&S might, RPM doesn't do LTx and HPP only does OBD II. OBD I you could contact Jordon Musser. I'm not sure how his business is working out but he can tune it. Other than that I'm pretty sure it's mail order only.
