obd 2 scan tool- no read-out- '99 v6

is there a fuse that I should check....?......2 scan tools gave black screen when connected.....curiously- the car passed ohio emissions test when they connected under the dash.............jim

End of dash panel, Fuse #11 "CIG/ACCY". Powers the cigarette lighter and the DLC connector.
