Post in the middle of TC install, please help ASAP

situation is that we're trying to remove the inspection plate. the two bolts that have 18 mm nuts on them are welded to the inspection plate. we got the driver side bracket off, yet the passenger side bracket seems to be lodged in there quite well. both 13 mm bolts have been removed, yet the passenger side seems to be right up there with the motor mount. It will not budge and we need advice asap...what is the next move please help if you know the answer.

Sorry I saw this so late. How big are the brackets? Are you sure that you got all of the bolts off?If you do then try a pair of vice grips and twist and pul to try to get it out.Good luck.
