Rear brakes stopped working?

Ok, here's one that has me stumped. We have a driveway that slopes down from the garage. I wanted to run the front end up on those plastic ramps to look for a coolant leak. I pulled my 95 z28 out of the garage a little and started to go up the ramp. Once the front wheels were on the ramp they started to slide down the driveway. The car wouldn't stop! The rear brakes didn't stop the car! It was like I was in a sled. I pulled the emergency brake and it finally came to a stop.
Does this mean the rear breaks aren't working? How would I check this? By the way, I'm not using those stupid ramps again.

Maybe your rear calipers are all froze up and corroded after 18 years. I had to rebuild mine after at about half that time, and I have a low mileage car that only sees nice weather. I've seen some awful looking brakes on some of the rust belt cars - not sure where you live.
