Cool New Pads won't fit new Rotor

Today when I was chaning out my brakes, I started with the front driver side and had no problems with changing out the rotor and pads. When I went to try to change out the rear driver side rotor and pads the pads won't fit over the new rotor. it seems the outer side pad is too thick. I tried to sand it down just a little but I am still having trouble. I have compressed the cailper all the way down with a C-Clamp. But I notice that when I compressed the caliper with the C-Clamp, as soon as I took the C-Clamp out, the caliper came up just a little bit. Is there anything else I can try? I am using Hawk brake pads and some Duralast rotors. Any help would be appreciated. Thanks.

I always used a C-clamp on the rears too. There is something holding pressure.
