Emergency brake woes

My e-brake has no effect. I have not messed with my rear brakes nad the pads have alot of wear left. How do I adjust it to wear it can hold my car from moving? Thanks.

There's a small set screw (internal hex key) on the back side of the rear calipers that allows you to adjust the parking brake. I had to do this as my parking brake was not holding on an incline.
