Are blackouts illegal in the state of WA?

I just moved here from CA not too long ago and was wanting to get some taillight blackouts for my car. Are they illegal and if they are do they enforce the law? Any help would be appreciated before I go and waste my money. Thanks!!!

Yes blackouts are illegal and it is a reason to stop you, get checked out and given, at least, a fix it notice!
