Car Seems to shift into 4th early??

I'm just curious here...I was reading an earlier post about someone's car shifting into overdrive to quickly and I was wondering if this was normal on my car. Here's the situation:

I have mild mods (in sig) and a tune from madwolf. The car drives fine, runs great and screams under WOT. But in normal around town driving, she does seem to shift into 4th gear a bit earlier than normal. For example, if I want to reach a speed limit of 35-40 and keep it there....I accelerate normally, and as I'm going through the gears, it seems to hit 4th gear at around 30-35 mph. Is that normal? It seems that when I want to get going a little faster, I have to lean into the gas a little to get it to downshift into 3rd, or just gently push the pedal and wait for the rpm's to catch up. Is this normal because of my gear ratio? Would a higher stall fix this? It's not really too big a problem. It's just something I notice in normal city driving where you can't go too fast because of congestion.

probably has to do with gas conservation. I wouldn't know cause I decide when my car is in 4th But it seems normal to me. A lot of upshifting means burnt fuel. Its probably something comparable to the stupid skip shift in the M6s. Its freakin ridiculous to go from 1st to 4th under easy acceleration like the skip shift makes us do. Thank god that piece of junk is gone on my car. Trust me its infinitely more annoying than your problem

My 95 will do the same thing if I leave the RPM's low. It is just a conservation thing. The only time I use overdrive is on the highway with speeds in excess of 55 miles per hour.
Don't sweet it. It's suppose to be that way.

You could get tuning to change the shift points, I believe.
Here's my shift points for light throttle:
1-2: 10
2-3: 20
3-4: 35

That's with a 3.23....
