heard mixed reviews on using a HV oil pump on a stock pan for reasons of it sucking up more oil than the pan has in it.........not sure how accurate these warnings are.
power loss aside, is there any drawbacks to using one? can I create a lack of oil flow through the engine using a HV pump?

Even if you have a deep pan and a larger volumn of oil, the HV pump does nothing more than put most of the oil at the top of the engine and just overheat it.
Unless you intend to be in the upper RPM band a lot, the stock flow pump is more than adequate. Do your self a favor and radius the hole in the bearing cap so as to cut down on cavitation.

Most peopel here will say to stay away from a high volume pump. Stock pumps will support a ton of h.p. Some people switch springs on stock pumps also to boost pressure up a tad.
Always use a a oil pump rive shaft with a metal retainer, and ditch the plastic stock one.
