What's with the %u04046 and [url] tags not working?

I'm sure someone's noticed this by now. How with lots of people's posts, when they make a % sign (and some other special characters), it puts a bunch of letter/numbers behind it... which I'm guessing may be the ANSI values for the symbol, not sure though.

Another thing I've noticed is that custom text for URL's isn't working.

Posting an actual URL works, ie: http://www.google.com

However, this doesn't: [url=http://www.google.com]Google Webpage

EDIT: Ok, I think the custom URL text WORKS initially... but if you edit a post, it stops working. Once you edit the post, it removes the closing url tag, even if you type it back in, and ruins the URL as seen above. This happens consistently.


EDIT: Oh, and as for the % thing... that's really pretty random. I don't know if maybe it's already fixed or what.
