I’m having the same problem, and I don't have a limit. GaryDoug also. I posted this for Internet Brands in the Admin forum, but I don't think they have even read it. I'll try again.
They are upgrading things constantly. A shame we don’t have enough members to benefit.
I don’t know if you have noticed the new “infinite scroll” feature. If you click on a multiple page thread, without selecting a specific page, it goes to the first post, and you can scroll down continuously with no pagination at all, all the way to the last post. A new navigation panel appears at the bottom of the screen.

yes Fred I did notice "infinite scroll"...not sure if I like it vs clicking progressive pages if starting from the beginning of thread

Clicked manage attachments, "Browse Device" appeared, but button didn't work. Waited, and eventually is added a "My Albums" button. Took a very long time to load. But I was able to upload from my laptop. The photo is 197 KB.
I also clicked on the "My Albums" button, and a strip of my photos appeared at the top of the page. I double clicked on one, and it appeared to move down on the open field below the strip, but then disappeared. Clicked the "Upload" button and it didn't work. Maybe I didn't give it enough time. I'll try again.
Tried a 562 KB photo from my laptop. Appeared on the Manage Attachments screen, but tried twice to upload and did not work.
Let's try a upload from Albums. Same problem.... selected image appears in upload field very briefly and disappears. "Upload" button is not active.
I also clicked on the "My Albums" button, and a strip of my photos appeared at the top of the page. When in "infinite scroll", there will be a bar at the bottom of the page that allows you to go to the "First" page, and then use the "Next" button to go page-by-page.

Switched to Chrome to see if the results are any different.

- What device you are using (iPhone X iOS 12.1, etc.)
- Wifi or data?
- Do you have any plug ins like Ad Blocker turned on?
- **Attach a photo that failed to upload

Nope, no can do.
For what it may be worth, I also visit another IB site with the new software and sometimes I notice that it takes two attempts to upload a photo. Maybe about 10% of the time.

No luck yet, I see this text box message when I hover over the Upload button after selecting an image (40kB size): "Please wait until the processes end to insert them into a post"

Apparently inserting a text file as an attachment works ok:. Also, saving the same JPG image as a BMP file works too, while the JPG file stops:
