    Hello,

    I had the same issues when I went to state inspection. Here is what you do, go to Home Depot and buy a gallon of "Dentured Alcohol". Let your gas tank go to 1/4 tank of gas before the inspection, put the dentured alcohol in the tank and head out for inspection. Make sure your car is warmed up before inspection. Once you passed inspection go to the nearest gas station and fill it up. This works, I passed inspection with gutted cats.
