The fuel itself doesn't give any more power. It helps prevent pre ignition, which the knock sensor will detect and then retard the timing, which will then cause you to LOSE power. If you're having the car tuned, and the tuner knows you will always use the higher octane, he can be more aggressive with the timing, which will give you more power.

Yes, as mentioned, the tuner will advance the timing a few degrees which will bump your power. Technically, you are supposed to run premium anyways so why not have the car tuned to take full advantage of it.
