Starter engage wire prob
 

So the car wont click or do anything at all. But all my accessories work includiong my electric waterpump, lights, dash etc..I put a multimeter up to the little signal wire for starter and its only getting .2 volts when someone turns the key.. I looked the wire over but no cuts or anything.. What grounds etc.. could affect this

Could be the theft deterrent relay or maybe the ignition switch (if not just a wire). Some schematics are on my site that might help you trace it down.

may be a dumb question but where is the theft deterrant relay located.. I see it on schematic and i know where the bcm is but not that

The relay is to the right of the glove box and hard to see. The hatch relay is next to it.
