need some help, surging problem, need some advice

i just had recently installed a new 360ci lt1 in my z. i have the hot cam and mildly ported heads and intake long tubes etc the normal bolt ons i am having some problems such as:

1. surging from idle to about 2500 rpm
2. only occurs when the car is warm or heats in closed loop.
3. at WOT the car runs great, i think so not all that sure, no surging at WOT
4. the rpms will not stay steady at idle they will go between 800-1200 rpm
5. one other thing when i am at a dead stop, when i turn the steering wheel a little either way the car will drop rpms and almost die.
6. seems like the car idles too high when i come to a stop

things i have checked

1. brand new opti
2. new iat sensor
3. new coolant sensor the one in the water pump
3. cleaned the throttle body out
4. new plugs and wires, none are burnt
5. new o2s both sides
6. new fuel filter

it just seems like it is a problem in closed loop and only when i tip in the throttle or part throttle. what about the rocker adjustment. i have the comp pro mags adjusted at zero lash. the rockers i can hear when i drive with the windows down like a fluttering sound. are they that loud. well im really dissapointed that i have a brand new engine and its not running uup to par, any suggestions would be very appriciated.

thank you
justin
