Need help with temp gauge.

My temp gauge on my 93 Z28 has gone to the highest point and will not come down even when the car is cold. I don't think the car has overheated either. I unplugged the sensor from the water pump then plugged it back in and the gauge needle is still way to the right. Has this happened to anyone else? What do you suggest I do to fix it? Thank you for the responses.
