I have a extra LT1 short block that I purchased some time back and I need to know if it the same as any small block Chevy engine?

I would like to put Vortec heads and intake on this block for a project car.

Nope going to work. You can probably pay big money to have those vortec heads machined to work with the LT1's reverse cooling system and call up Hogan for a custom sheet metal intake. Yes the LT1 is basically a regular SBC...BUT it differs with the reverse flow cooling. Unless those heads are converted to work with Gen II LT1/LT4 blocks it wont work.
