Hydraulic roller lifter question

Hydraulic roller lifter question

I have a set of Comp Cams hydraulic roller lifters that have maybe 1k on them. I pulled the motor apart 8 months ago for some mods. These have been in a zip baggie box on the shelf, nice and safe. I'm going back together with the motor and some of the lifters are so stiff that they will not compress. During valve setting my .650 lift dual springs were compressing before the lifters were. Some are fine, some have about half motion and some are acting like a mechanical lifter. Can these things freeze up while sitting? I'm without a clue and haven't seen this before.
I wouldn't think a lifter could stay pumped up on a shelf laying sideways.

Did you soak them in oil or lubricate them before installing?

I sumerged them for a minute before install. After I saw the situation I soaked them for 2 hours and it didn't make any difference.
