Educate me on Hydraulic Roller Lifters

Up to how many RPMs and lift is the stock ones good to? Should I get a head stud kit 12 point nuts and/or head bolt kit 12 point?

Really depends on your spring pressure. I've taken stock style lifters (comp 850-16) to 6500rpm without issues. Many LS1 guys local take them a little higher then that
(6800) with beehive springs. With a beefy dual spring, 6500 would probably be the limit. Comp Rs are cheap insurance
