Building up the motor

I want to build a 383, minus the shortblock assembly/machining due to the fact of a lack of special tools. I would love to port my own heads, and have about 10-15 hours of practice on a 60* block heads that were for my 3.4l camaro. How much would unshrouding/enlarging the ports on an LT1 head do, along with them being machined for larger valves and being backcut etc. Would you guys just simply recommend the heads being sent out for porting and basically skip out on the heads/intake? I plan on using jet-hot longtubes, 52mm throttle body, ported heads (preferrably home ported, but maybe Lloyd Elliot) 233/242 cam from combination motorsports, matching valvetrain, 1.6 RR's, Scat "budget 383" rotating assembly (no power adder planned, from combination motorsports) I would like for it to make somewhere around at least 420rwhp, and have good street manners. Would a LE2 be a better choice, instead of everything of my idea? Give me feedback guys. One last question, do it all at once, or piece by piece?
