Bad BCM

Question Bad BCM

Hi all, am new to the forum, just had a question. I have a 96 Z28. The BCM went bad, so i did purchase one from my local dealer. After installing it, it did fix the previous problems, but it will not let me start my car... The security light stays on constantly, but everything else works as it should. I went to the dealer, and they said that the BCM should have programmed itself to my VATS key as soon as i turned the key on with the new BCM installed. Obviously, that is not the case. They gave me the runaround there for a couple days. I did catch a used car tech in the parking lot and he said that the BCM does have to be programmed to the car / my VATS key, but they do not have the equipment to do it there because my car is "too old". I did get ahold of another local GM dealer, and they seemed to know more about the VATS system than the other. According to them, it would cost roughly $75 to be programmed. Does anyone know of a way to do this without taking it to the dealer and having them charge me a ton of money for 10 minutes work? Any help would be appreciated.
