Unhappy 52 MM TB question

Is a 52mm TB 52 mm with a smaller blade inside, or does it have 52mm flaps, but the tb is overbored for them, I bored my TB out to 53mm! (.020 clearance on each side of a 52mm blade)

It has 52mm flaps. Just like a 58mm has 58mm flaps.

Well yeah the flaps will be a little smaller. The 52mm is the bore.
