Windshield wiper

WHY did GM put the f body wiper arms upside down? I have the worst trouble getting any wipers to work right. They only clean half the windshied on both sides. Does anyone have any tips or solutions to this?

Upside down???

Never have had an issue. Trico 24-9R blades.

Possible issues are bad blades, weak arm spring, or cheap windshield with bad shape.

Up, down, what that heck difference does it make? The function is the same. Crappy blades are usually the problem.
