I have a 93 z28. I was wondering what's the widest size tire that fits on the car without having to lift it or mess with the wheel wells

Did you review the FAQ in the "Wheels and Tires" forum. The mods required to put 315's in the rear are minimal. 275's or 285's will fit in the front. Of course they will require wheels with the correct combination of width and offset.

i have a 95 and i have 295s on the rear they just had to cut the bottom of rear bumper to make them fit.

What was the full size spec of the tires (295/xx-xx)? Generally, that only happens when you go to or exceed a 28" tire diameter, in particular with non-radial slicks. Street tires are typically closer to 26" diameter.
