mysterious hole

The overflow bottle in my 96 Z28 has a small hole about four inches up from its bottom. Is this supposed to be there? When the engine gets hot I may be losing antifreeze from it.

The only holes I know of are for filling it or attaching the hose that goes to the radiator.
