Fan Help

I have a 95 3.4L camaro. The fan is not coming at all. Last time it came on was about 2 months ago. My thermostat gauge is always at the lowest point,( doesn't move from the off position). I just changed the thermostat and I still got the same result. NO READING. I dont know if the computer is registering the temp at 0 degree and not allowing the fan to come on, but this sucks. I took the fan off to see if it was a bad motor but the fan was moving when hooked directly to battery. The primary fan fuse is a 20 amp fuse (not blown). And the Fan relay is also working. The voltage on the plug is only .02 volts. Which is not enough to power the fan, do you have any idea what is causing this?

Have you checked the coolant temp. sensor? There should be one for the gage and one for the computer that would control the fans. Just a guess...

I changed the one on the front of the engine, where is the other one located at?
