How would one know if their car got a recall performed? My clutch has problems sometimes, and it seems the master cylinder is recalled. Can I just take it in to the dealership and see?

I am fairly certain they can tell by your VIN, but not positive, maybe someone who works at a dealer can chime in.

yes the dealer can tell you what has or hasnt been done by the serial number. Oh ad no they do not have to honor a TSB on a vehicle that is out of warranty.
Many TSB's and "recalls" are never done because they are after failure service items only. I see this alot at my work. I am a service tech for Caterpillar. If they complain about it then do this... if they dont complain then dont do anything. If its out of warranty and the TSB has expired then you are on your own.
The only "recalls" that must be honored are safety recalls that can pose a hazard to the driver and passangers of the vehicle. And even then you may not have a leg to stand on 5 years past the recall experation date. You may be required to pay for it but the dealer would be required to tell you about it.
Example my mother had a Dodge Caravan... out of warranty and there was a recall on the seatbelt latch. They replaced them free of charge 1 year after warranty expired. I know for a fact that if you walk into a Dodge dealer today with a 93 Caravan they will still replace the 2 front seat belt latches for free. Its a safety thing.
Now they also had a recall on the rear door hatch relese. if you went to the dealer and complained that teh door was hard to open they would replace the lock and handle for free. if you didnt complain they did nothing. If you complain today they will tell you you need a new lock and handle and it costs $xxx.xx
So just because there was a recall on a clutch in 2000 does not mean they will honor a TSB today. The TSB's have an experation date. They can show you and perform the TSB for the recalled master cylinder but you will have to pay for it. You should have complained about it in 2001

agreed, and all of this is dependant on parts avaliblity as well, if past the experatopn date, and there all the parts are used up, you are SOL

Wouldn't a faulty fuel line be a safty item? I've been the sole owner of my '88IROC since day one,and the only recall I've gotten was for seat belts. Shouldn't GM cover a replacement?
