It depends from what standpoint you go from. The 93-95s have a greater flexability with emissions being OBD-1 style. Overall, aftermarket parts for the LT-1 motors 93-97 seem to be cheaper than the LS1 parts in the 98-02 f-bods. But then again, the LS1 cars come from the factory with more horsepower and an increasing aftermarket demand.

LS1 hands down
lid, intake (depending on year), headers, catback and a cam and dyno tune you can be at 400hp to the wheels.
probably $2500 in parts...give or take
$1500 on top of that and you've go heads that would put you 430-440hp at the wheels.
i suppose you'd need $750-1000 for a new clutch too...since stock won't hold.

I think that it largely depends on what kind of car you want in the end. LS1 cars will be newer and will be easier to make into a "nice car" to drive around every day. If you're going to build a racecar, then you can just take your pick, basically.
If I had it to do over again, I might have saved on my initial purchase prce and picked up a clean 3rd gen. Standard SBC aftermarket is far and away the largest in all of hotroddom. You would definitely start out slower, but the sky is the limit.
You can't really go wrong any way you choose to go. My car will never be as fast as half of the guys on here, but I have fun with it, and I will run out of money long before I run out of ways to make it faster.

If you go LT1, 95 is about the best year to mod IMO.
It has the vented opti, OBD1, and heads better for porting.
If i had to do it over, and could afford it, i would go LS1 tho.
