Please clarify or confirm:
- you are using a 1997 4L60E
- you are using a 1994 Caprice wiring harness
- it is in a 1995 F-Body chassis
- what year PCM are you using?
- does it shift manually?
There are significant differences between the 1994, 1995, and 1996/1997 4L60E transmissions, with regard the the converter lock-up wiring, types and internals. Perhaps this is contributing to your problem.
Just a guess.

- I AM using a 1997 4L60E
- I AM using a 1994 Caprice wiring harness Exact description from Seller (1994 Chevy Caprice 9C1 Impala SS LT1 5.7 4L60E ECM Engine Wiring Harness)
- It is in a 1990 Chevy C3500 Dually
- I do my own programming with C.A.T.S. Pretty sure it's flashed at a 1995.
- does it shift manually? ----- if it does, I don't know how to make it do it.
I am aware of the differences in the years and that if you have a 95 you need a 95 trans. I never thought it would actually "not shift"

Did you read the part about the 1996/97 changes making the valve body, 3-2 solenoid and separator plate incompatible with the 1995 trans. Add in that trying to use a 95 PCM puts it in limp mode. I'm no an auto trans person, but seems that might have something to do with it. Admittedly just guessing. I think I've explained in the past there doesn’t seem to be many (if any) people left on this site that want to answer trans questions.
By “shift manually” I mean using the manual selector lever. Your 7 word post didn’t provide a lot of info to work with.

I guess I missed that part about the 97 transmission being incompatible I tried flashing it as a 94 Caprice police cruiser didn't change anything I guess I didn't expect it to.
