Whats the least I need to do to make a car handle 8#?
I have a stock engine with svo 24 lb, an in-line, fmu, and will add a btm set to 1.5 per # and want to run an ATI D1 pulleyed down to 8# with twin cores. I know it's not the ideal setup but with a little tuner cat tuning on a '95 pcm would that be fairly safe?

If the tune is 'safe' and you're not starving it of fuel why wouldn't it be 'safe'?
I'd junk the fmu and just get 60# injectors or something, since you're tuning anyway. And you don't need a $600 BTM for 8psi, you can get away with a simple 1 bar tune.

Well I was just thinking a simple $100 msd used btm. I guess I can get some 30# but aren't 60# way overkill for a simple 360 hp engine? I talked to ATI and even they only suggested 42# and I thought that was too high. Of course I don't want to blow off the advise I am asking for but injectors get expensive and there are 8 of them :/

What do u mean by too high? My used 60# mototrons were $280 on ebay and work every bit as good as the stock injectors did, so I see no reason to get 36 or 42#ers. It's good to have the headroom for later mods and the injectors won't be working as hard.
I'd use the BTM money towards the injectors and just stay away from the FMU.

450, really? Now I'm worried a stock engine wouldn't last very long with 8# no matter what I did. I'd want to set the rpm max to drop that to 6#. But that's true, a tune could basically do what a btm does anyway. Is there still a site that has shared pcm tunes?

"Pray" is about right as far as I can tell. I have an automatic so setting the rev limiter and shift points down should help it last a bit longer.
I'm pretty much going to go big injectors with chopped advance tables so I no longer need a btm.
