Green Goop In Customer's Gas Tank

Green Goop In Customer's Gas Tank

We have two cars that were vandalized, one had sugar in the tank, not started, tank was dropped and replaced, scratches and dents throughout, and the other has green goop in it with no odor, almost seems like melted play-doh or some other kid's type of crap but with the consistency of something slightly thinner than peanut butter. What the hell could this be and what would it do? It was started a few times before the gas tank was checked and will start no longer. We are hoping the fuel filter may be clogged and nothing got through to the engine.

Silly string broken down by the fuel?

Is it a goo like substance even outside of the tank, and is the green color consistent throughout?

Good find, I'm guessing it's tire slime now. It is consistent in color and similar to the green pictured in tire slime. Also, I remember it had little black specs in it. You can't see any sign unless you unscrew the cap and it's all in there.
