Exclamation 4L60(Not E) shifts at 4000rpm at WOT...

My friend installed a 4L60 on a second gen camaro... the problem he is having is that the tranny shifts at 4000rpm under WOT I told him to check the tv cable and he told me he already has checked that... what else could be causing this? What other part of the tranny controls the shift point?

You have low throttle pressure (shorten kick down cable), or high govenor pressure (wrong govenor?) What car is the 4l60 out of?. You may need to go in and change around the weights/springs on the govenor (lighter), or just change the govenor from a car that shifts where you want it to

What kind of bracket do you have for the TV cable on your carb? I used the holley one ($20) for a while and my tranny shifted low like that too. Then I went to Bowtie Overdrive and got their TV bracket ($100). It works perfect. Worth all $100. It still shifts at a low 4800 rpm or so because that is stock, but you should fix your TV bracket problem first if you have one.
