1994 z28 3 to 2 auto downshift problem

i have a 1994 z28 auto, with 157,000,car is primo shape,i dont race it i drive like a old man in the fast lane ......i have had tranny rebuilt recently because it did start to shudder, then slip with anything more than half pedal, but before that started and really has been a long existing, never changing problem of downshifting, lets say in a freeway passing situation where i give it more than 3/4 pedal, for example im cruising about 70 or 75,im coming up behind a few cars, one of the cars is going slower than the other,i have to either hit the brakes or give it a lil bit of pedal and swing around the slower, but cut in front of the other car,i give it more than 1/2 pedal, not to the floor neither and instead of the auto tranmission shifting from 4 to 3,it jumps down to 2nd gear, and at 70 or 75 that is pretty close to the tach redline rpm....that is way to much of a downshift,i cant stress enough that this has been a long time problem,i noticed it shortly after i bought the car from a texas state ranger who was the original owner,it had 80,000 on it but very well maintained,he had every receipt for every thing he had done,if he had car detailed he had the receipt for it.like i said i drive like a old man ,unless a mustang crosses my path(not just all mustangs but the ones who have a young punk who dresses in the same color clothes as his car, just so they match,)i knowthat it is not supposed to shift like that,is it a proggramming issue maybe?

Most likely a programming issue. Contact Ed Wright at www.fastchip.com about how to solve this. He is very knowledgeable about this, and should be able to help you out on this.
