GeigerCars Builds World’s Fastest Police HUMMER
An unnamed (obviously a little crazy) Texas sheriff commissioned GeigerCars based in Europe to build the black-and-white beast. It's powered by a 7.0L supercharged V8 making the aforementioned Texas-sized allotment of 700 horses. You can see that the suspension's been lowered and tightened up to handle the extra power and larger eight-pot stoppers have been installed. The bigger brakes will be put to the test trying to arrest the motion of those one-piece chrome 28-inch rims after they've reached the H2's terminal velocity of 155 electronically-limited miles per hour.

Although, if the paint was done right and it had some nice 35" BFG Mud Terrians it would look 1000x better; and replace Dude with hot chick...

Funniest thing I've seen lately! 
Obviously it's NOT taxpayer funded and it's NOT a real police vehicle (County Sheriff? What county? And how many police vehicles advertize customized engines on the fender and wear promotional license plates?).
Even if it were a real police vehicle, my guess is that it's a confiscated or donated vehicle where a promotional deal with GeigerCars was worked out. Anyone thinking county officials (or any public official that either is or has to answer to an elected official) would approve such a thing is pretty off base. Plus, every purchase by a government agency of even a used undercover car has to be approved.
At any rate, it's obviously a publicity photo.
