Bumper Paint is Flaking
I wasn't paying attention when I was backing into a space in a parking garage this morning and I tapped the wall and this water pipe with my rear bumper.
The entire bumper is fine, but right below the right taillight, on the top of the bumper, I noticed that the impact made a paint flake about the size of a quarter.
How can I fix this? I have touch-up paint, but it'll probably make it look worse.

If you do nothing spider cracks will most likely develop and start to spread.
I would sand the area lightly with some 250 grit then spray some touchup paint on the area. Get the correct color from the dealer.
Then be on the lookout for a rear bumper cover in perfect condition in your color and swap them out.

True enough on the spider webbing...but there's really no need to keep an eye out for a new bumper in your color...you'd probably pay more for it that you would just to refinish the one you have right now. I'm willing to bet you could probably have a paint shop repaint it for you for anywhere between 100-150.
I did something similiar to my Dakata SST when I ran it into a tree in an ice storm. I wasn't going but about 5 mph sliding down a rather large hill. I quickly decided that it'd be better to try and aim for a tree rather than go off the even steeper cliff I was heading for!
Anyways...I hit the tree EVER so lightly, but it stopped me...it did the same thing to my grill that you are experienceing with your bumper. For about 200 dollars, I got it back to normal...but I had stripes on it that also had to be redone, so that's why it costed a little more.
