The IAC is a stepper motor so there is no continuous voltage present on those wires.
And I am not sure whether they use 12V or 5V pulses to move the steppers but you won't be able to measure any voltage unless you use an oscilloscope with trace memory and read the voltage pulses off the grid scale.
