Can someone tell me if these are accurate charges
street tuned/dyno $550.00
powder coat brakes $480.00
front/back brake pads, rotors, front/rear caliper seal kit $117.31
morel lifters, head bolts, crossover gasket, head gasket, coolant, lifter tray $1590.00
cam, oil pump, oil pan, timing chain $2400.00
street tuned/dyno a 2nd time $300.00
spring seals for both heads $779.00
street tuned/dyno $550.00

If those are with professional labor then they’re generally okay, maybe a little high. Are those quotes from a dealership?
How do you like getting your hands dirty? Do you have tools and space to work? You could learn some new skills and save several thousand dollars doing some of this yourself!
