Yea CA Smog rules do add some complexity to modifications.
I wouldn't change much if anything on a Z/28. Maybe headers to let the sweet LS7 soundtrack and some extra HP flow.
It's going to be a special car from the factory. With it's expected high sticker price and maybe 2 year availability this LS7 Z/28 will probably be the most sought after 5th Gen Camaro from a collectability standpoint.
I'd be more apt to buy a used 2010 SS LS3 to modify than a new Z/28.

The best way to make power in California is with a Smog legal supercharger. By the time you have bought the car, installed the S/C and paid for the expenses. You will have shelled out the same money as for a showroom ZL1 that has a factory warranty. Same would be true with swapping an LS7 into a 1LE.

MY 2016 Camaro should be the first year of the 6th Gen. We have two model years left of the 5th Gen, 2014 and 2015. 2015 Z/28 should have the LS7. No more LS motors once Camaro switches to Alpha.
