16x8 5x4.75 wheels with 13 mm offset and 5 in backspacing. will they fit the front

I'm wondering if it will clear the front fenders with a 245 50 tire on them.

Will they fit the front of what vehicle?

If you mean a 4th Gen Z28, the stock 16x8.0" wheels have a 55mm offset. The 13mm offset will move the tires toward the outside of the fenders by 1.65". That would typically put the outside edge of the tires about 1/2" outside the fender line. Fender lip is going to rub on the tire tread when you hit a bump, and when you turn corners and hit a bump, the tire will rub on the inner fender liners. Will adversely affect the handling. Tread being outside the fender will pepper the rocker panels with gravel.
